It allows people to enforce their own content choices without being forced to see ads that upset them. There is no GUI because the extension works in the background without you knowing. It doesn’t slow your browser down--in fact, it speeds things up if you tend to visit websites with dense amounts of ads on them.

Where is the harm in downloading and using it

As with most ad-blockers, there will come a time when it doesn’t work and the advertisers find a new way of making ads appear without your consent. Yet, while the uBlock Origin extension is available, you may as well give it a go because it is free. It is a simple extension you can install and then remove when it stops working (if it ever does).
